Choosing the best country for working visa from Nepal is not only about the highest salary. It depends on your skills, your budget, how fast you need to leave, and whether you want a short contract or a long-term future abroad. This guide compares the main destinations side by side, using the latest Department of Foreign Employment (DoFE) figures, so you can pick the route that fits you.
Short answer: For most first-time workers, Romania and Croatia are the best European options in 2026, while the Gulf (UAE, Qatar, Saudi Arabia) is still the fastest and lowest-cost route. Japan and South Korea pay more but require language tests. The right choice depends on your skills, budget, and long-term plans.
Here is how the main destinations compare:
| Destination | Main jobs | Speed of process | Cost to worker | Language needed | Best for |
|---|---|---|---|---|---|
| Romania | Construction, factory, food delivery, hospitality | Medium | Medium | No (basic English helps) | First-time Europe workers |
| Croatia | Construction, hotels, cleaning, driving | Medium | Medium | No (basic English helps) | Higher EU minimum wage |
| Poland, Serbia, Bulgaria, Hungary | Factory, warehouse, construction | Medium to slow | Medium | No | Workers open to newer markets |
| Portugal, Malta | Hospitality, agriculture, care | Medium | Medium to high | Basic English | Service and hotel workers |
| UAE, Qatar, Saudi Arabia, Kuwait, Oman, Bahrain | Construction, security, hospitality, retail, driving | Fast | Low (free visa, free ticket policy) | No | Low budget, quick departure |
| Japan | Care work, food service, construction, agriculture | Slow | Medium | Yes (Japanese test) | Long-term, higher pay |
| South Korea | Manufacturing, agriculture, fishing | Slow (lottery based) | Low | Yes (EPS-TOPIK) | High wages, strong protections |
“Speed” and “cost” here are relative comparisons between countries. Exact timelines and fees depend on the employer, the job category, and embassy appointment availability at the time you apply.
The data shows a clear shift toward Europe. According to the DoFE figures reported by New Spotlight Magazine, 700,092 Nepalis received labour permits in FY 2082/83, and 85,851 of them went to ten European countries. That is up from 72,378 the year before.
The top European destinations by labour permits last fiscal year were:
The Kathmandu Post reports that Europe’s share of all outbound Nepali workers rose to 14.7 percent in the first 11 months of FY 2025/26, up from 8.69 percent the previous year. The Gulf still sends the most workers overall, but Europe is growing fastest.
One number every jobseeker should notice: about 85 percent of Nepalis going to Europe travel on individual visas, not through institutional recruitment by a licensed agency. Individual routes are where most fraud and job mismatch cases happen, which we cover in the safety section below.
Romania is the most popular European country for a working visa from Nepal. It has an annual quota of around 100,000 non-EU workers, steady demand in construction, manufacturing, and food services, and a well-established process for Nepali applicants. Wages are lower than Western Europe, but living costs are also lower.
As of January 2026, Romania’s gross minimum wage was about €795 per month, according to Eurostat minimum wage data. Many contracts pay above the minimum, and some employers provide accommodation.
Things to know before choosing Romania:

Croatia offers one of the higher minimum wages among the European countries open to Nepali workers, at about €1,050 gross per month as of January 2026. Demand is strongest in construction, tourism, and hospitality. Nepal has become one of the largest sources of foreign workers in Croatia in recent years.
Croatia uses a combined “work and stay permit” issued through the employer. Tourism jobs are often seasonal, so check whether your contract is year-round or only for the summer season. Our guide to the cost of living in Croatia compared to Nepal helps you estimate what you can actually save. You can also view current Croatia vacancies.
These countries are good alternatives if Romania or Croatia quotas are full or the jobs do not match your skills. Poland and Hungary have demand in factories and warehouses. Serbia and Bulgaria are newer markets that grew quickly after 2020. Portugal and Malta hire more in hospitality, agriculture, and care work.
The Gulf is still the easiest place for most Nepali workers to get a work visa quickly. The UAE, Qatar, Saudi Arabia, Kuwait, Oman, and Bahrain fall under Nepal’s “free visa, free ticket” policy, which means the employer should pay for your visa and air ticket. Salaries are tax-free, and demand is steady in construction, security, hospitality, and driving.
The ILO’s country profile on recruitment from Nepal describes how this policy shifts recruitment costs from the worker to the employer for these destinations and Malaysia. If an agent asks you for a large payment for a Gulf job, treat it as a warning sign.
Downsides to weigh: extreme summer heat on outdoor sites, limited ability to bring family on lower salaries, and little chance of permanent residency. Gulf work is usually best for earning and saving over a fixed contract. Explore our Gulf recruitment services or the UAE job page.
Both pay more than the Gulf, but both require passing a language test before you can go. South Korea runs a government-to-government system (EPS), so private manpower agencies cannot process Korea jobs. Japan’s Specified Skilled Worker (SSW) route needs a Japanese language test and a skill test in your job field.
If you can invest the time to learn the language, either country is a strong long-term option. If you need to start earning soon, Europe or the Gulf is more practical.
For most Nepali workers, Romania is the best European country to start with, and Croatia is the best if you want higher pay. Romania has the largest quota and the most established route. Croatia pays a higher minimum wage. Poland and Hungary suit factory workers, while Portugal and Malta suit hospitality and care workers.
Western European countries such as Germany or the UK are open mainly to workers with recognised qualifications, language skills, or specific shortage occupations like nursing. They are not realistic first steps for general workers.
The Gulf countries are the easiest, because employers sponsor the visa, no language test is required, and processing is fast. In Europe, Romania and Croatia are the easiest because they have large quotas and regular demand for general workers. Japan and South Korea are the hardest because of language exams and selection rules.
Match the destination to your situation, not to what friends or social media say:
| Your situation | Consider first |
|---|---|
| First time abroad, limited budget | UAE, Qatar, Saudi Arabia |
| Want Europe, general worker | Romania, Croatia, Serbia |
| Skilled trade (welder, electrician, mason) | Croatia, Poland, Gulf mega projects |
| Hospitality or hotel experience | Croatia, Malta, Portugal, UAE |
| Women seeking care or domestic work | Cyprus, Malta, Japan (care), Gulf with legal protections |
| Willing to study a language for higher pay | South Korea, Japan |
Every Nepali going abroad for work needs a labour permit (Shram Swikriti) from the Department of Foreign Employment, except for India. Without it, you have no insurance, no welfare fund coverage, and no government help if something goes wrong. Follow these steps:
For a first-time worker with a limited budget, the UAE or Qatar is usually best because the employer pays for the visa and ticket. If you want Europe, Romania is the most common starting point.
Romania and Croatia, because both have large foreign worker quotas and regular demand for general workers in construction, manufacturing, and hospitality.
Yes, many people use individual visas, but you still need a DoFE labour permit. Individual routes carry a higher risk of fake job offers, so verify the employer carefully.
Cyprus, Malta, and Japan (care work) are common choices for women. In the Gulf, choose employers and job categories covered by Nepal’s labour agreements and legal protections.
For the six Gulf countries and Malaysia, the free visa, free ticket policy means the employer covers the visa and airfare. European routes cost more and vary by country. Always ask the agency for a written cost breakdown.
